I had a KLM(074) ticket from YYZ-AMS and from my understanding KLM business class(D) should earn 200% MQM based on the distance. But when the crediting process is finished my account is only showing at Bonus Details: KLM 25% Class Bonus / 50% MQM Bonus. which is different comparing to what delta website provides. I tried to contact the customer service and they could not solve it, is there a specific department I should proceed to contact with?

You only earn per what you actually bought if you upgraded.

Unless you bought under a special contract that upgrades Full fare economy to Business, then yes you should earn based on D. It appears that DL is giving credit based on Full Fare Economy. (YBM fares)
Did you buy directly from KLM or via a Travel agent?

thats why Im curious. Because the amount of sky mile I received was correct 100% base + 100% bonus + 80% platinum bonus. ( and according to delta website only business fare got 100% class bonus mile) but it seems that the MQM is calculated under something else since all business class fares(JCDIZ) should get 200% MQM

When did you buy ticket? Before or after July 22, 2022? If you bought before that, earning is correct. If bought after, then earning is wrong.

The chart on delta.com is most likely wrong with regards to KL business class fares (someone messed it up when they added KL W/S/A PE fares). Only AF J fares get 200% MQM earn, while C/D/I/Z fares only get 150% MQM earn. It seems pretty safe to assume this should also be true of KL fares as it makes very little sense to treat AF and KL business class fares differently given their relationship and pricing coordination.

PRG-AMS-CPH operated with KLM
CPH-CDG-PRG operated with AF
Only the AF lefs were assigned "Air France 100% Class / 50% MQM Bonus" in my Skymiles account. The KLM legs were only assigned 100 % miles. Unfortunately, I did not print out the booking class before booking it... and after booking it is nearly impossible to find it anywhere.
Moreover, sometimes business class earns nothing even with AF (Class O), according to Delta partner earning structure. So to me, sometimes it does not even make sense to me to book a business class. (On a recent search, AF web site gave me "Fare basis code: OS50OBNB").

Deep discount O class is only used for intra-Europe and India I believe (and not on TATL routes). I see it is now listed on the KL chart, but would not be surprised if it does not credit correctly (given that KL W/S/A fares still do not credit correctly).

Actually I've just had a KLM Z-class flight credit 200% MQM, quite to my surprise (I hadn't seen that there was a new earnins chart). So it seems the chart might be correct, even though indeed it makes no sense, and it seems no other partner earns 200% MQM on similar booking classes. Being very optimistic and highly speculative: Could this be a sign of more changes to come? Maybe they are more broadly moving toward 200% MQM for business class, given that premium economy gets 150% MQM now?

They had the opportunity to raise MQM requirements and didn't, they just raised MQD requirements. If anything, the likely future of the program is one where it becomes easier (in BIS terms) to get MQM for a given status, assuming one hits or exceeds the MQD.
