DL.com says upgrade space available, agent says no?

DL.com says upgrade space available, agent says no?
I booked SEA-MSP-AMS June 8th (DL 1620 , DL 164) using I believe K class and 65,000 miles. DL.com shows GUC upgrade space to First and D1 available. Agent was only able to clear into D1. F class on SEA-MSP is now showing as $700-ish or additional 70,000-ish miles.
Should the F space have cleared as well since it showed available on DL.com? I don't really want to spend double miles for the outbound to clear in F..

Previous threads suggest that dl.com upgrade availability should apply to both GUC and mileage upgrade.

Mileage upgrades have been eliminated on purely domestic itineraries; if that also means they're not available even for domestic connections that are part of an international itinerary, then your experience would make sense. But I am just musing out loud, don't have any actual info...

Waited on hold for an hour today while the agent tried to escalate. Response continues to be: no upgrade. "No fare class available for upgrade"
My only guess is that in between me seeing the F availability and the agent making the booking, the agent missed F not being available even while telling me it was.
F upgrade SEA-MSP right now is $900 or 90,000 miles. Geeeez.
Is it perhaps interesting that the 65k upgrade cleared to D1 Suite from K class? In other words bypassing PS.

How do Mileage Upgrades like this work? What base fare class is needed for a 65,000 mile D1 upgrade? And how to you ask an agent to confirm this?

AFAIK there are mileage upgrade awards from PS to D1 and also mileage upgrade awards, for more miles, from certain (not deep discount) coach fares from coach to D1. IIRC K is the lowest coach fare that can be upgraded this way.

Is this referenced on DL.com anywhere? Don't see it referenced here: https://www.delta.com/us/en/skymiles...rades-and-more. the "MUA" I'm used to seeing - the one where you just select on the seat map - does not apply to multiple segments or legs, just a single flight.
