Yep, DL stopped allowing free refunds on BE awards and free changes on BE revenue fares effective Jan 1st, 2022. BE awards can be redeposited with 9900 mile deduction on domestic awards (+Canada/Caribbean), and 19,900 mile deduction on all other international awards. BE revenue fares have $99 and $199 fees to cancel for future travel credit. This excludes travel originating in Mexico where BE awards/revenue fares can't be changed at all.
