The problem is most likely that your upgrade cleared but your ticket has not been re-issued. Call to request a manual re-issue of your ticket.

While the RUC process is almost entirely opaque, there are a couple of "hints" of a correctly applied waitlist.
1a) When viewing a waitlisted segment on the DL.com web site (not the app), there may be two seat maps for the same flight. The first seat map shows the coach seat you are currently in, and the second seat map for the same flight says "you may not select seats for this flight" or something like that. This second seat map corresponds to a part of the waitlist process, and indicates that at least one step of the multi-step process to add an RUC waitlist was actually done. Unfortunately, this does NOT indicate that the other manual steps of the RUC waitlist process were successfully completed by the agent (i.e. even if you see the second seat map, there still could be something wrong. There is simply no way for the customer to tell.)
1b) The status for a waitlisted segment should say something like "Upgrade Waitlisted"
2) Assuming the waitlist does not clear prior to check-in, the second hint is the upgrade waitlist. If the RUC waitlist request was coded correctly, you should show up at or very near the top of the upgrade waitlist that you can see on DL.com or the app. If you find yourself at your "usual" spot on the upgrade waitlist, this is a clue that the RUC waitlist request was not coded correctly.
3) The RUC is a form of "payment". Until the RUC clears, it remains "unused" so a waitlisted RUC will still show in your wallet as "open".

The clock begins ticking on RUC expiration when you make your choice benefit selection, so it's possible to time your selection when there is a specific need to use them.You can select your 2017 choice benefit as soon as DL recognizes your Plat status. Certificates expire 12 months from date of issue. 2019 choice benefits (earned based on how much one flew in 2018) must be selected by Jan 31, 2020.- If you select certificates as your choice benefit late in your Medallion tenure, it will still be valid after your status expires -- so for example if you earn Platinum Medallion in 2018, which is valid through Jan 31, 2020, but then only earn Silver Medallion in 2019, which becomes effective Feb 1, 2020 when your Platinum Medallion status expires, RUCs selected in January 2020 would be valid through January 2021 and could be used once you were only a Silver Medallion member, giving you a much higher upgrade list position on those flights where you attempt to use them.
- If you request to use a RUC on a flight and do not receive the upgrade, it is returned to your account for future use, but check your account to make sure.
- RUC may be redeemed for the named Medallion member and up to one travel companion traveling on the same flight (the companion officially no longer needs to be in the same reservation, though that rule was not actually enforced even when it was the official rule). The named member and the companion will each require a separate certificate.

Can someone tell me the 'magic' phrase to get the agent to "reissue' the ticket once the RUC is applied? I just called and the agent told me "you have to do this at the airport I can't do it" I know in the past the agent has to get someone else involved and I really don't want to arrive at the airport and have to get to the airport extra early for an early AM flight..

It's precisely that - "reissue" is the word you went to use. I usually say something like "I've had issues with tickets in the queue ever actually getting reissued before check in, any way you could do that now? I'm happy to wait on hold if needed." Occasionally you get a stubborn agent who insists that it'll happen automatically (spoiler: it won't) but that's usually worked for me.
so 90 minutes later it’s still not done. I asked the agent to call me back. This is stupid.
so after a total of about 2 1/2 hours apparently I still don’t have a boarding pass. No one seems to really know what’s going on they just tell me to go to the airport tomorrow as if the poor agents will be able to fix this. So I will be at the airport at 6 am for a 10 AM flight to give Delta four hours to try to produce a boarding pass. I wish for next year‘s platinum I had selected something else. This is not worth the hassle

Thanks everyone. I am now on an call that just exceeded an hour to get this ticket "reissued" Really glad I didn't wait until in the morning. I am considering just cancelling my return waitlist RUC since I really don't want to be sitting on the beach doing this for an hour if it clears And I cant' imagine the agents at PUJ are experts at this!

Went through the entire thread and couldn't find a clear answer. I have an upcoming DCA-JFK-SDQ flight. When I search for the segments individually, EF shows Z0, but when I search for the married segments, it shows Z2 on both flights. Should I bother calling DL if the individual segments have no availability?
Also, according to DL.com, once a segment is clear, the RUC is closed. Does that mean that if one segment is available and the other not, I cannot waitlist for the segment that is not available if the upgrade clears for the other one?

IME it only takes about a minute or two for the airport agents to print a boarding pass in this situation. Had it happen on Sunday, first agent had no idea what was happening but immediately got a more experienced agent who knew how to get the boarding pass. She mentioned she sees it multiple times a week from RUCs.
The airport Deltamatic sets have a lot of capabilities in the hands of a well-trained agent, including the ability to “hook” ticket and PNR even when there is not an exact match (which the check-in automation would reject). This obviously helps in this case but also many others (e.g. auto IROP rebooking, SDC which sometimes does not reticket, etc).

It also takes a competent agent about 3 minutes to reissue on the phone. Personally I'd rather roll the dice when making the flight isn't on the table, but YMMV.

More RUC Frustrations
Mostly a mini-rant about applying RUCs last night, but there is a question at the end:
Found a great main cabin fare for mid November, SEA-ATL-ECP outbound (X), ECP-ATL-SEA return (T). Booked the ticket and received the usual instant C+ UGs on all segments.
A few hours later I looked up Z inventory segment by segment. Saw both segments on the outbound had Z, however only the shorter segment on the return had Z. Decided to call in to apply an RUC for the entire outbound, and then apply another RUC to waitlist the longer ATL-SEA segment for the return.
First agent seemed to immediately understand my request. But, I became suspicious when she supposedly finished the entire thing in less than a minute. My past experience has been applying RUCs was a lengthy process. She assured me I was now in F for both outbound segments, and waitlisted for the return ATL-SEA segment. Hung up. Waited a few minutes, and reviewed my reservation online. It was a jumbled MESS. Duplicate segments everywhere, no mention of F, still showed my C+ seats, but unable to even view a seat map. After things stayed this way for 10 or 15 minutes I decided to call back in.
Second agent was baffled at how badly the first agent had screwed things up. It took him about 15 minutes to fix things. Once completed, I am now indeed in F (OL) for both segments on the outbound and have F seat assignments. He waitlisted me for the ATL-SEA on the return, and I see "Upgrade Waitlisted" online and the usual pseudo second seat map for the flight. So... things look as they should.
Question: The ticket never got reissued overnight. The agent said the usual spill about how it will go into the queue, even after expressing my desire to just have it reissued now to avoid checkin problems. Ticket still shows (X) for the outbound and same ticket number. So, should I call back, or wait until a few days before departure to see if it does magically get reissued? OR, has anyone had success lately in checking in for flights where the ticket never got reissued? Travel is about 3 weeks out.

My frustrations have been for an upcoming trip ORD-ATL-PUJ leaving on Thanksgiving. I applied the RUCs at booking back in June, they cleared ORD-ATL immediately and ATL-PUJ cleared about 5 days later off the waitlist. I called in and the agent was great but didn't re-issue the ticket, and said to call back closer to the time. I haven't had time to call, but multiple "ticketing specialists" that I have been transferred to over the messaging service and Twitter (where I have had GREAT success getting tickets re-issued this year) have said that my ticket has already been re-issued.
I knew it hadn't been reissued since the fare class still showed H on the receipt, even though our seats are in F and show OL. However 4 agents, including 2 ticketing/reticketing specialists have said that the ticket was already reissued. The RUCs still showed as open in my account.
Since they were still showing, I was messaging a ticketing specialist and they then applied them to the PUJ-JFK-ORD return trip and reissued it in a matter of minutes (receipts show OL). That was my last set of certs (DM is not in my future this year) so I will probably need to call tomorrow and figure out what to do with the outbound ORD-ATL-PUJ that we are still seated in F in but I envision not being able to check in for when the time comes to check in.
Man this has been a fun time haha
I knew it hadn't been reissued since the fare class still showed H on the receipt, even though our seats are in F and show OL. However 4 agents, including 2 ticketing/reticketing specialists have said that the ticket was already reissued. The RUCs still showed as open in my account.
Since they were still showing, I was messaging a ticketing specialist and they then applied them to the PUJ-JFK-ORD return trip and reissued it in a matter of minutes (receipts show OL). That was my last set of certs (DM is not in my future this year) so I will probably need to call tomorrow and figure out what to do with the outbound ORD-ATL-PUJ that we are still seated in F in but I envision not being able to check in for when the time comes to check in.
Man this has been a fun time haha

Thanks everyone. I am now on an call that just exceeded an hour to get this ticket "reissued" Really glad I didn't wait until in the morning. I am considering just cancelling my return waitlist RUC since I really don't want to be sitting on the beach doing this for an hour if it clears And I cant' imagine the agents at PUJ are experts at this!
so 90 minutes later it’s still not done. I asked the agent to call me back. This is stupid.
so after a total of about 2 1/2 hours apparently I still don’t have a boarding pass. No one seems to really know what’s going on they just tell me to go to the airport tomorrow as if the poor agents will be able to fix this. So I will be at the airport at 6 am for a 10 AM flight to give Delta four hours to try to produce a boarding pass. I wish for next year‘s platinum I had selected something else. This is not worth the hassle

Similar situation. Called to apply RUC to a DCA-JFK-SDQ itinerary. Agent said she could confirm me in the fist segment and waitlist me for the second. So now the first segment shows OL with no seat assignment, plus the duplicate seat maps. Should the ticket be reissued at this point to be able to select seats on the first segment, or will that close the certificate and prevent the second segment from clearing?
