24 hour free cancellation policy include changes?

I can't find information on Delta's site about making changing during the risk free 24 hour cancellation period. Do they allow free changes during that period of time or does the flight need to be cancelled and rebooked?

Officially it needs to be cancelled and rebooked, based on current inventory availability and currently applicable fares. However, many phone agents will just make changes, especially if doing so is faster and easier.

Of course, that is what rebooking involves. However it doesnt require getting a refund, you can simply exchange the ticket.

OK, now I understand. I was hoping I would be able to make the change online.

I'm not sure whether it always works this way, but I have previously changed my flight online (using the "Modify Flight" button on the "Manage My Trip" page) within the 24 hours without being charged a change fee.

in my experiences (last one maybe early this summer), attempting an online change for a domestic flight within 24 hours (and occasionally within 24 minutes) has always resulted in a screen showing a $200 change fee ... cancel/rebook new PNR has always processed w/o fee
