that seems odd to build an expensive bridge and not permit taxis. would any hired sedan service have the rights?
FWIW, once, on a 12 hour HKG layover, I passed transit security to use the CX F lounge showers. couple hours later the CX lounge agent escorted me down to arrivals so i could clear immigrations and spend the afternoon in HK.

For the record, the KE flight was almost 30 minutes early so I bought a ticket on the spot for an 11 am ferry which saved almost 4 hours of waiting at the HKG airport. This was a different company so I did not get a refund on my original ticket.

Was it a ferry or hydrofoil service? How long was the ride?
