Delta MQD waiver
I am not sure what the Delta waiver implies. Let's say I charge $250,000.00 on the Delta Amex Reserve card in a year, does this mean I become Diamond Medallion status? Does this waive the other requirements? Thanks

Even with the waiver for the dollars, you still need to hit the miles or segments requirement. With enough spend, you can get 30K medallion-qualifying miles via the Amex Delta Reserve , and I want to say that some years, there's a third MQM bonus offer that appears after you hit the first two MQM bonuses from card spend. But you still need to get a bunch of miles from actually flying to hit Diamond beyond what that card offers.

DL status requires two things: MQD spending AND miles or segments (your choice between these two). One by itself, without the other, is of no value in this regard. Waiving one (MQD spend) does nothing for the miles/segments requirement. Some things you can do in order to waive the MQD requirement may also get you some Medallion-qualifying miles (MQM) but those are still two separate, unrelated calculations.
Separately, I'm going to suggest that a moderator move this thread to FT's Delta SkyMiles forum. That's where most of the Delta experts hang out. You can get answers to all your SkyMiles questions there, including some you didn't know you had.

This year: However, $25,000 on the DL Plat card gets 10,000 + 25% MQMs, whereas $30,000 spend is required on the reserve card to earn MQMs (15,000 + 25%).

what I'd likely do is put $5,000 on the Reserve card to get the mile bonus, then try to hit $25,000 on the platinum for that level bonus. unless I decide there's a chance to get up to $30,000 on the reserve card. but I'm a third of the way there on the Platinum and not sure I'll spend $30,000 more this year.

A full fare F ticket for a 14,000 rt itn (via the accelerator) would earn 14000 x 2.0 x 1.75 = 49,000 MQM making a big dent in the MQM requirement. Any previously rolled over MQM are already in the MQM bank. Purchasing that trip with the appropriate AMEX card would be part of the $250,000 spend.

125,000 miles (just through a web search) with 10,000 MQM
I can also have my wife refer me the card and get 80,000 miles (plus she gets 15,000), 20,000 MQM, and $200 credit at home furnishing stores (Lowes, Home Depot, Bed/Bath)
the 125,000 miles is a better value, but if I get 20,000 MQM I think I'll hit Platinum next year (which I don't do very often)

Note that if you sign up for the Reserve and aren't planning to use the Platinum, you can cancel the Platinum card and your spend toward the MQM waiver will carry over (e.g., you may wish to do this if your annual fee is coming due soon and you aren't targeting the MQM boosts on the Platinum card).
