I try to find it on the Delta web site and did not find it...

its available all the time but you don’t show up until you check in.

No, it's only available after check-in.

IME it's available when check in opens, even if you haven't yet checked in. I'm not sure exactly how it works if you have a flight at T-24 connecting to one where check in for originating passengers hasn't yet opened. This is for the iPhone app.

I guess I wasn’t very clear. If you click on the upgrade tab on the app it shows the number of seats available but no names until someone has checked in for the flight.

This. If someone has a connecting flight, they will be placed on the list for all flights, so for large hubs it's typical to see people on the UG list even one day before (i.e. passengers connecting from a TPAC flight or other long flights like JNB.)
