United today applied to launch a second daily service between EWR and PVG, effectively DOT to either choose between that application and this one, or to reject AA’s dormancy waiver request.

That would be my guess as well. It actually seems like an effort by Scott Kirby to screw with his former employer. He has to know he'd never win a route authority case in these circumstances, so all he's trying to do is get AA's dormancy waiver killed.

An interesting presentation from the Metropolitan Airports Commission today.
Since 2015, here are the incentives provided by MSP Airport:
2015: Delta — Honolulu — $270,000
2017: Delta — Haneda — $`1,052,000
2017: Icelandair — Reykjavik — $530,000
2018: KLM — Amsterdam — $450,000
I would imagine Shanghai service will also get $1M or possibly $2M as the MAC just increased the incentive program from one year to two.

Looks like DL 588 was, at least for a bit, a "direct" flight PVG-SEA-MSP (with an aircraft change in SEA).

These appear to be 1-stop flights. DL588 might be the point-2-point flight number but very well could (and probably) be an aircraft change. A 76W (B767-300ER) is not capable of flying that distance without a fuel stop. And 17+ hours is well beyond the in-air time of that particular aircraft. I'm sure that Delta Airlines (outside of this 7 day schedule) can put together "any day" schedule with a 1 (or possibly 2 stop) connection flight(s) between PVG and MSP.

MSP-TYO is about 12 hours, so MSP-PVG nonstop cannot possibly take over 17 hours. Could the column with the ones designate a direct flight with one stop?
IMO the current best way to PVG from MSP is to connect in DTW, partly in order to get a good aircraft and also partly to get a nice long sleep after dinner. Other obvious connections would be SEA and LAX, including using MU from LAX. There might also be a MU flight from ORD, but I prefer D1 to MU business class.
