Yes, that is correct. When I flew Delta in January, my flight departed from a C gate, which is the wrong spoke for the PP lounge and the rest of the Delta gates in the D spoke. I forgot about the Delta departures using D gates.
The T3 PP lounge is even less convenient for any Delta gate, whether it is in the C or the D "spoke" The LAS airport layout is really confusing.
