While I agree with others that this is not how things should work, especially when it comes to government which should really have an extra amount of responsibility to be beyond reproach when it comes to treating everyone equally, this is certainly how life does work.
My first job after high-school was as a bank customer service rep. About 30% of the customers I helped were people complaining (or sometimes sobbing) about over draft fees. I was fully empowered to reverse them at my discretion, and we also had an overall branch goal for fees (disgusting, right??). Anyways, because there was really no good way to decide who to offer refund to and who not, I just refunded people who were nice to me and. For those who came in screaming and swearing and saying that it was the banks fault, I did not.
(As an aside, now that I'm more of a socialist and I see the terrible practices of the bank in a different light, I wish I had just refunded all of them)

On a related issue, i HATE it when service people with a queue engage in polite pleasantries. It is very rude as it delays the entire line. If 100 people are ahead of me in line, and the agent takes 15 seconds to exchange a "how are you doing/thanks/whatever", I just lost 20 minutes of my life for total nonsense.

When there's a guard just standing there, watching passengers and occasionally pulling one aside for extra screening, ignoring me is just as pleasant as I want him to be.

Ans sure, you might prefer waiting in one place over another place but that's a different issue. Most people aren't exactly paragons of productivity in the club.

You've obviously never flown into JFK. Got harassed by an agent there for visiting Mexico (Cancun nonetheless) and how dare we go there, and if we met with the cartels. First and last time flying internationally into JFK, and this led me to get GE so I can interact with them less.
Never had that experience again with a CBP officer anywhere in any capacity.

As of October 17, 2016, the purchase or other acquisition in Cuba and importation as accompanied baggage into the United States of merchandise is authorized, provided that the merchandise is imported for personal use only. The importation of Cuban-origin information and informational materials is exempt from the prohibitions described in 31 C.F.R. § 515.206. The commercial importation into the United States of cigars made in Cuba is prohibited.
Under 31 C.F.R. § 515.204 (c), individuals who are persons subject to U.S. jurisdiction who are present in a third country are authorized to purchase or acquire merchandise subject to the prohibitions in § 515.204, including Cuban-origin goods, and to receive or obtain services in which Cuba or a Cuban national has an interest that are ordinarily incident to travel and maintenance within that country.
Under the provisions of 31 § C.F.R. 515.204 (d), individuals who are persons subject to U.S. jurisdiction are authorized to import into the United States as accompanied baggage merchandise subject to the prohibitions in § 515.204, including Cuban-origin goods, that is purchased or acquired in a third country, provided that the merchandise is imported for personal use only.

I have GE. On my last flight back to the US, I had a bunch of chocolate so I had to wait at the Ag station for inspection. They were dealing with someone else who took a long time, so it was a few minutes before they noticed me. (Then they spent maybe 30 seconds with me.) I'm sure the first few non-GE people got past CBP before I did.
