Can we assume that no one had a tight connection in Sioux Falls?

Poor service, any way you look at it.
Of course, at ATL, this single event would just be part of the "background noise."

Fox News, which I am most familiar with, frequently resurrects "news" stories that are 6 to 12 months old. Can be quite confusing, sometimes amusing, when the headline is clearly out of temporal context.
Hypothetical example... imagine an article appearing tomorrow with headline "Trump says Tillerson has his full support."

Yeah...I don't understand why this click bate exists or is "news"-worthy. I refuse to click on things like this so they don't get ad revenue.

Well, not really news in my opinion but I did learn something. I had no idea that Delta flew FSD-ATL and I didn't know the 717 had the range for it.

Seriously, who hasn't been on a flight in IROPS that's had to wait for a gate/crew/jetway, etc. It happens. This story could be written everyday at LGA, LAX or any congested airport/ramp!
I guess maybe its a good thing that it *is* newsworthy, that means it must not happen as often as I thought.
