The FA said the seats should recline. And it makes no sense that they do not recline as they do most, if not all of configurations.
Last year I was on a 767-300 where row 21 did not recline. I stopped picking that seat at that point.

That is my understanding as well. It seems that perhaps the issue is A319/A320 configuration????

Edit to add that I got a call from Delta and we looked at seat maps, seatguru, other airlines 319 and this seems to be an issue with Delta. The woman I spoke to is writing this up as in the end she was as confused as I was at to why.

I gather that 16A/F on the A320 doesn't recline, but can anyone say if the door protrudes much on your space?

It's just an emergency exit window, not a door.
Which means you won't have a full armrest against the sidewall.
