about one in five times I try to SDC on a paid F ticket the PM line agent gives me the same line
more significantly, the photo uploader apparently hates my iPhone XR ... I can only get it to work maybe one time out of a dozen, and even then it takes over 5 minutes to complete the process

The worst part about this particular instance was the fare class paid was more than the higher class listed for sale in the 24 hour window (Paid T, only Q was available). I didn’t HUCA as there are other things I’d rather do on my day off than talk to DL phone agents.

United requires fare class availability, even in F, and the bucket-leveling that apparently used to happen several hours before flight occurs much closer to actual departure time if at all IME. You also have to be within 24 hours of both the flight you are SDCing away from and the one you are SDCing too.UA SDC is better if you want to switch an to a different calendar day, switch from connecting to nonstop, or are on an international itinerary
DL SDC is better if you are in F, or want to switch to a later flight, or DM coterminal

I think JetBlue might have them beat, though often not a lot to change to. But no nonsense with classes and changes are free.
