I tried this with a friend's account number who is a very infrequent flyer and has never purchased F and still got a rock.

Not for me either...I agree with previous posters, probably targeted to travelers who have not purchased F ever or Medallions who hardly ever get upgrades on the routes they fly. I have been pretty lucky this year as a GM to get upgraded about 75% of the time due to flying routes on off peak Medallion load times. Also purchased a couple of cheapish upgrades to F to be able to SDC better.

My guess is that this is an extremely targeted promotion. I also know of friends who are infrequent flyers, never purchased F, never been UG'd and still a rock.

I was eligible for the promotion, but for me it is 2,500 SM, not 10k. (I'm a FO currently).
Bonus Offer: Purchase and fly a Delta or Delta Connection-marketed and -operated roundtrip flight between August 21 and October 31, 2015 to earn a 2,500 bonus miles for domestic paid First Class and Business Class or domestic paid First Class and Business Class Upgrade (F, P, A, G, J, C, D, I, Z). Travel must be between August 21, and October 31, 2015. Complimentary or Upgrade with Miles do not qualify for this offer. Basic Economy (E) fares are not eligible for upgrades. Only those flight segments purchased with a published fare that earns full mileage accrual are eligible. Codeshare flights operated by carriers other than Delta or Delta Connection are excluded from this offer. There is no limit to the miles that can be earned within the qualification period.
