IRROPS due to no-show pax - Delta's responsibility?

I would think a delay/cancellation because of pax would still be DL's responsibility. Yes, DL can't be responsible for their customers' actions or decisions, but still. That's more of in the realm of DL's control vs. weather (which DL absolutely cannot control).
