Baggage and 15 hr layover in Atlanta

Flight booked through Delta. IAD - ATL - TGU.

Can I get a few bags checked through to TGU from IAD or will I have to collect them and recheck the next morning in ATL?

In all likelihood, you will be required to claim them and recheck but YMMV.

RULE 116 (E)(2)
a) Connection Time Exceeding Four Hours
Passengers making connections to the first available Delta flight departing from an intermediate point may reclaim their baggage at the intermediate point if the connection exceeds six hours, but is less than twelve hours. If the connection time exceeds twelve hours, the passenger must reclaim his baggage at the intermediate point.

IME you want to reclaim the bag anyway. The ones that get lost are the ones with the long layovers where the baggage handlers can't just take them from one plane to another plane. It gets set off to the side and maybe some other bags/stuff gets set in front of it and then they forget to load it on your flight. Especially a problem going to a place where there is only one flight that day.

What's the rule if you're making a connection but not to the next available flight? For example, international arrival, overnight, and not picking the crack of dawn domestic flight?

You have to claim them to clear customs.
