But in the case of the OP where it's International to Domestic to Domestic, how is the Domestic to Domestic portion termed? Does it still fall under the "International" terms where less than 24 hours is a connection since part of the itinerary is international or does it follow the domestic terms of 4 hours or less is a connection?

AFAIK it's considered international as the entire PNR is considered either international or domestic as a whole. I sometimes see delta.dumb offering overnight connections after the first domestic flight on domestic-domestic-international outbound routings.
