My UA 1K credentials arrived two weeks before the starting date of February 01, 2013.
Last year, my DL credentials arrived on time but did not get my UA credentials until late May......

I think . . .
I think the roll them out over several weeks. I have had mine for about two weeks, confirming that they sent them first to the lookers.
