I am trying to book via Alitalia callcenter a domestic award flight.
Is it possible that there is ZERO Business award availability to any Florida destinations outbound NYC on 28-19 March and back on 23-24 march?
Is it Delta award availability or the availability given to Skyteam partners only?

AFAIK only DL low award space would be available for AZ miles. Try searching on the DL website for each segment to attempt to piece together, paying attention only to flights that are available for low miles.

Most of the flights to/from Florida will be domestic FC not business, so if you are asking AZ for business class this might be part of the problem. It's a different inventory code, although the seating and service are indistinguishable.

That's spring break for lots of schools and universities in the US, so it's entirely possible that all low award space, i.e., space offered to partners, is gone. It may also be worth checking LGA-Florida instead of just JFK-Florida.

MSPeconomist does make a good point about inventory code. The DL award classes are R for domestic first and N for domestic economy, if I recall correctly.
