This could be marginally acceptable if it is only a hangnail that she is trying to clip. It is possible that she is carefully collecting her cut nails, but I don't see an empty bag under her hand.

On a DL PBI-LGA (go figure!) this woman repeatedly climbed on her seat and arm rest in her bare feet to access her luggage. And just to show what a great parent she was, her two kids took their shoes off and stood on their seats as well!
