Don't feel bad about missing out on a better deal. There always is one. Just don't look after you book.

Line #1 only applies to the time when I purchased the ticket. I'm not complaining that a lower Delta fare existed for the flights purchased at the time of booking the ticket.

I believe that you're quoting the Best Rate Guarantee. The Customer Commitment should be a separate beast. Delta is trying to ignore their customer commitment based on a policy with a different purpose. I have no problem with Delta instituting a policy that is designed to encourage people booking online or with them directly, but they can't ignore their customer commitment to people who book tickets with travel agencies.

I could accept this advice if it were modified slightly -- don't look after a ticket becomes non-refundable. The fact is that all domestic tickets are fully refundable until midnight of the day following the day that the reservation was created on, so why not look for a cheaper fare while the ticket is refundable?

You are correct on the bolded statement. However airlines will only refund tickets this way when they are purchased on their own websites. Online sites like Expedia, etc, are not covered by this provision. You must request from Expedia when you purchase from Expedia.
