Travel to cuba from US as dual citizen

A friend of mine who is a dual citizen of both the US and France (2 passports) wants to travel to/from Cuba from the USA. - Does anyone know if the US restrictions still apply if flying on the french passport? Thanks

Dual citizenship does not make someone two separate people. He is a U.S. citizen, and U.S. law applies.

US law applies to anyone carrying any passport who departs from a US airport or port.
