Hmm, U.S. company offers free trips to Cuba

At least the Canadian subsidiary of a U.S. big box retailer, which I shall not name, is sponsoring some contest where a vacation to Cuba is one of the prizes. Kind of surprised. I wonder if management in Canada is aware it my potentially violate U.S. laws, or are deliberately doing so.

If it's all inclusive, the winner doesn't need to spend any money in Cuba?

Not a crime for anyone but U.S. citizens and entities to spend money up north bu the U.S. company is indirectly sending money to Cuba by sponsoring a contest to win a vacation (or 3) there.

If the subsidiary is in Canada, targeting customers in Canada.. shouldn't be a violation. Does the contest say Canadian Residences only?
