Do fleet cards <restricted to gas/repairs> with rewards exist???

Do fleet cards <restricted to gas/repairs> with rewards exist???
With a small biz, I have the expenses to rewards process pretty much figured out <thanks to years of lurking on Flyertalk> with one exception.
I have ten trucks for which I get nothing for the gas charged on Chevron cards.<4-5K per month>
I fear giving out unrestricted cards as my drivers live "check to check"
and I would not want to lose a good employee because they used the "loaded gun" I supplied.
Is there a restricted use card that has rewards. My search has found numerous fleet cards that give better reporting and more station options but no rewards.
