Best Card to Avoid Foreign Fee Transactions
 
I live in Dubai put am paid out of the US. I'm looking for a credit card that doesn't charge foreign transaction fees. I've heard that Capital One does not, but I wanted to put this one out for additional discussion.

AFAIK Capital One still charges no foreign transaction fee.

My Charles Schwab card also does not charge any fee, but some have reported being charged the 1% Visa. YMMV on that.

He lives in Dubai, he cannot get a US credit card.

Living in Dubai does not prevent one from obtaining a US credit card. He could still be a US citizen or have other means of obtaining credit. It is possible that he maintains a US address. I gathered that this was the case since he asked about Capital One and mentioned being paid out of the US.

I'm a US citizen. I have US employer, US mailing address, established US credit, and a US phone number.

I have had great experience with USAA. No foreign transaction fees and free ATM withdrawals worldwide make this a great card for those outside the US. They offer a free card that gives a pretty high cash refund at the end of the year. The only (major) catch is that you need to have connections to a US Military service member to be eligible.

USAA is a great card, but their MC and Visa do pass on the 1% foreign currency transaction fee from MC and Visa international. For years I have also used their credit cards for international cash withdrawals when traveling internationally because they had no cash advance fee (and charged only interest until repayment), but I recently received a notice that they will start charging a 3% ATM cash advance fee starting on January 1 2007. Their ATM debit card will still be fee free for international ATM withdrawals (at least I believe the first 10 withdrawals per statement period). All in all I think USAA's low 1% transaction fee for purchases in foreign currency is fair. Their new USAA/AMEX card also has a low 1% foreign currency fee, lower than AMEX's own cards. USAA now explicity breaks out the 1% fee on monthly statements.

I'd rather use a Starwood Amex and get 1.25 miles/1$ for $0.02/1$ than a no-fee CapitalOne and get no miles. 1.6 cents/mile seems a reasonable price to pay.

What we really need to find is a bank that issues a World Mastercard and gives some benefit miles/points/cash back to offset a 1% forex fee. ;)

I'm in the process of investigating this right now. Does anyone know anything about Suntrust World Points Platinum Visa? They seem to have no foreign transaction fees, no card fee, and give some sort of rewards. Has anyone used this card and is my information correct??

Why a World Mastercard? My Charles Schwab Visa has no foreign transaction fee and is a superior Worldpoints card (1% cashback card in $25 increments.) May no longer exist since the BoA/MBNA merger, but still 0% fee on my account.

PenFed also has a 1.25% cashback Visa with a 1% fee. Net gain is 0.25% as a statement credit.

It is a BofA/MBNA account.
