RBC Avion points sanction Cuba?

I tried booking yyz to ccc (Cayo Coco) and after fumbling around found that I could not book Canada to Cuba even thought the flights would be on either Air Canada or Sunwing due to Sanctions. No one at RBC rewards could explain what sanctions. I find it odd I could book a flight on Air Canada without issue with AC points or cash but, RBC would not book me with Air Canada to Cuba. Both are Canadian Companies. I believe both stocks trade in each country's stock exchanges and have offices in each country so what is the deal? I want to book with Sunwing only because the flight times match better for me and was hoping to use up some Avion points.

Any ideas?

I speculate that RBC outsources the travel booking function to a US based company. If this is the correct website, it says:
