Sometimes you have to be a resident of the state they operate in, while some were able to get the card without living in those states. It is very much YMMV. You will need proof of income (W2, check stubs, etc). The only states City National Bank operates in are: NY, DE (only trust office, no go), DC, GA, TN, MN, NV & CA. The bank is looking for high net worth individuals, but that's not exactly consistent either.
The card has no foreign transactions fees and is fee-free the first year, then $400 annually.

It seems actual flights on southwest airlines do tigger the rebate. I booked a flight of $120 and used the the travel vouchers I have from Southwest to make the payment down to $30ish. So I paid the remaining $30 using my credit card and I am surprised to see that it triggered the rebate for flight costs!

The amount is too high. It should be under $75 or $80. I don't know for sure, but I think somebody reported that $75 worked for him. For me it was up to $67 and it worked.

I understand where are you coming from and already read your original comment before editing too. Well...my case is different. I didn't try something new not posted her. I tried the $250 eGF from AA website, and this has been rebated to many recent posters even with 3-4 $250 in a row. That's why I wonder why it's not an auto system. It would be crazy if it's a human-controlled system or there is a glitch, but rebating for some customers in 2 days, others in 5 days or not at all (like my case so far) sounds weird and chaotic.
