City National Delaying Cards?

I still haven't received and the card and I've tried contacting the RM many times unsuccessfully. Today (12/22), I received an email from him staying he needs a copy of my driver's license to "complete his credit request".
I think these guys may have had an "oh ...." moment with the multiple AU airline credits and are now delaying cards so folks wont get the credit in 2015. Just speculation, but its been very frustrating getting the card or any information about it.

I tried PGGM and my fees were refunded at the same time they posted. Is this correct? How long will it be before the credits are supposed to hit? Here's how it looks on my online account:

Some more data points to share with the group:
I got reimbursed within a few days for the taxes paid on a Delta frequent flier ticket. But no reimbursement so far on Delta and American Airlines gift cards -- it's been more than a week in both cases.
Still waiting on Global Entry reimbursement, which seems to come out of a different bucket of benefits than the incidental travel costs.

I also ran the PGGM on 18 Dec. Seems to always take a day or two to show up (seems this card system does not have a "Pending" where you can see it) So about 4 hours after I purchased the tickets (and seats) I Canceled the flight. Then on the 21st see the same as you (except total for my seat for the legs was 257.00. Don't see any $250 credit. Just wondering how many days to wait or if this may not work after all? And need to find another avenue.

I did Delta PGGM on 12/8 and got credited on 12/14. So 6 calendar days. I then did Southwest award fees (domestic and intl) on 12/14 and still no credit. 8 days already. I'm going to try another Delta today on AU card in hopes of getting it before 2016.

I had 1 charge of $29.05 and 2 charges of $95.82 for WN taxes done on 12/14. The one with $29.05 got reimbursed when I checked few minutes ago (12/22) but none of $95.82 were reimbursed.

I received my card on Monday 12/21/15. I applied on 11/23/15 and it was on the application for the offer that "ended" on 11/30/15. Since I am concerned that they won't honor the offer, even though it was extended. I went to another branch yesterday, talked to the manager and he emailed me the new application with extended dates. Now I feel that I have enough evidence that I am eligible. I'm now working on my 5K spend. It should only take a few days. I also ordered $250 in AA GC for my wife and I. We each received a card. Sorta seems like a good card even without the bonus...

I applied at the midtown branch in NYC on 12/21. Credit report pulled yesterday (12/22), got call today (12/23) that I had been approved. The RM promised to see if they could get the card to me before year's end. here's hoping!
