Some banks (if you already have a relationship with them) let you apply via mail. Sometimes you have to be a resident of the state they operate in, while some were able to get the card without living in those states. It is very much YMMV. You will need proof of income (W2, check stubs, etc). The only states City National Bank operates in are: NY, DE (only trust office, no go), DC, GA, TN, MN, NV & CA. The bank is looking for high net worth individuals, but that's not exactly consistent either.
The card has no foreign transactions fees and is fee-free the first year, then $400 annually.

Umm, in reviewing the most recent posts, several cardholders used AU cards (NOT primary) to purchase $250 AA e-gift certs and I have yet to see a confirmed reimbursement in October.
That being said I think it is foolish to order 4 cards and then do 4 x $250 EGC purchases on the same day. Spread them out. Also foolish to risk losing the signup bonus by not netting your credits against the required spend.

To be fair over time there have always been some reports of delays for posting of credits (both for primary and AU), so we should not read too much into any given data point without knowing all the facts.

Okay so the changes are awful. Let’s take a look here:
Assuming you can still get the rebate on AA gift cards and can use them that brings the AF down to $50.
You’ll still get 2 Priority Pass cards to cover you and your spouse.
You still get 6 hour trip delay insurance up to $500.
You still get Price Protection.
Likely cancelling once I use my $350 next year.
Assuming my 50k bonus points ever post, I still will get $1350 in GC + 65k points on $6k spend all for a $400 AF. A great haul.
