It had been available only to people in the following states:

Thanks for the info. Need to charge $1k each month for daycare, but no way of putting it on the 5x ink (from my limited knowledge). So I'm left with getting the measly 1% CB from Discover (2% but soon expiring). Only if there was a constant source of $500 VGC from office supply store...

doesn't look like Marukai or JCB has any extra services (like how Visa Sig has a default list of benefits such as +1yr extended warranty)

Just updated my list (post #196) to include SAP arena in San Jose.
I find little use for this card anymore except for supermarkets, drugstores and fast food.

Got a mailer today, from Dec 16-31, 2016, spend $1000 get $100 back, $500 get $50 back, or spend $300 get $30 back. I don't believe it's targeted, all US-issued JCBs (Marukai, etc) seem to be eligible.
I personally try to use JCB as much as I can when I can, but they're so tightfisted with credit limits...

1K in 15 days huh? Hmm. This isn't really a MS card, they might view that dimly if they get t3 data.
I guess if you've got a big purchase coming up anyways. Problem is with such a small CL (2k) thats 50% util and they seem to report it sometime towards the end of the month?
