What's the best strategy for getting miles on signup bonuses? Assume I'm willing to apply for multiple cards, spend some nominal amount ($1000 is "nominal") and then bail. I'm in the USA.

I can get 15K miles on the World Mastercard for a $60 fee and spending $1000 in the first 90 days. Are there any other cards open to USA residents, and can I get those AND the World Mastercard?

Have a look at American Express. In the US there's all kinds of different offers for Membership Rewards and Starpoints which can then be transferred to Aeroplan.
