Yes, Spain still requires vaccination or test, there's just no enforcement on arrival. Airlines will still be legally correct to deny boarding to anyone without a vaccine or test.

The news today on TV is saying clearly all restrictions have gone for non Europeans.

As of Tuesday, 20 September 2022, the Spain Travel Health (SpTH) portal, both the website and the mobile applications (APPs), will no longer be operational. It will no longer be necessary to complete the health control form to travel to Spain nor to show the SpTH QR code at the airport of arrival.
Third-country nationals must meet the criteria established by the Ministry of the Interior in Order INT/657/2020, of 17 July, amending the criteria for the application of a temporary restriction of non-essential travel from third countries to the European Union and Schengen associated countries for reasons of public order and public health due to the health crisis caused by COVID-19.
Leaving the second part on is causing lots of confusion, if you follow ministry of interior link, the webpage on the requirements has already been removed.

Starting this Tuesday, September 20, Spain will eliminate health controls against Covid at airports and seaports. From now on, passengers arriving in Spain by plane or ship will no longer have to present a Covid vaccination certificate or fill out the Spanish Travel Health health control form.
The Official State Gazette (BOE) publishes this Monday a resolution of the General Directorate of Health of the Ministry of Health that will nullify one of the already few anti-Covid measures that were still in place. This is incorrect, it's just a change in enforcement. There's no actual change to underlying policy. Airlines should still be obligated to check in theory and it should still appear as a requirement in Timatic.

Certainly the form has gone. There is some confusion over the rest of the rules which will hopefully become clear in the next few days. Apparently local media in Spain reported all rules reported that all entry restrictions were removed for non EU entry. This does not appear correct, but the intention of the government is not yet clear. IATA are still saying that certificates are needed.

Spain's caused some terrible confusion on this.
The TV and news in general are saying all restrictions have gone but some papers are reporting just the forms have gone and you still need a vaccine or test coming from outside of the Schengen area, even Iberia is advising on their website that a vaccine or test is still required.
I am in the tourism industry here and have spoken with guest's arriving today from Manchester, London and Birmingham and all confirmed that at no point was they asked for anything prior to boarding and once they arrived at Malaga airport there were no checks at all, the only remnants to be seen were thermal imaging equipment facing those arrivals but appeared totally unmanned.
Very confusing for people travelling at the moment.

I'm the last one to defend pretty much anything Spain has done in the last few months on this. That said, it's an extremely common practice to farm out enforcement to airlines. For example in all my travels to the US when testing was required, I was never once asked by a government official at the border regarding my test but always by the airline.
