For those of you who know Portugal better than me, how likely do you think it is that they won't backtrack on this? I have a tradition of going to Portugal in January and I would love to do it again after two years break. There are some great TAP fares right now so I'm wondering how much risk would I be taking if I went ahead and booked it now.

I can't imagine any EU country backtracking on the rule relaxation once implemented. Especially not in Southern Europe.

One more question - what's the status of Austria? They previously announced that masks will go back from September but is that still on given the current situation (i.e. nothing is happening)? Flights out of BUD/WAW/PRG are much more expensive than out of VIE (presumably because of mask uncertainty) so I'm not sure what to book. VIE is the cheapest and most convenient and I would be willing to bet 120€ on Portugal staying normal, but Austria feels less certain right now.

It's definitely not the norm but it's not rare to see people just openly flouting the rules on the Madrid Metro at this point and there's basically no enforcement mechanism and other passengers don't say anything. On the late night or very first weekend trains when it's people going home from being out compliance is pretty low.
