Italy, is Transit allowed from List E countries?
A return leg of a South American Trip I am taking finishes in Italy after entering Europe via Madrid. (Quito-Madrid-Milan). Ecuador is still in the List E and therefore if it doesn't move I cannot enter Italy.
This is not an issue as long as I can transit in Milan Airport as my end destination is the UK anyway. I am trying to confirm if you are allowed to transit as long as you never enter Italy. On the Italian health ministry (I can't post the link due to too few posts) there seems to be an exemption I quote below which I read as being ok with transits.

Transit is permitted when not leaving the airport.
Since you are leaving from a Country included in List E, or you have visited (or transited) a Country of List E in the 14 days prior to your trip to Italy, you must fill out a digital Passenger Locator Form (or, in case of lack of necessary technology, a self-declaration) indicating that you fall into one or more of the following categories:
Covid-free Tourism Corridors refer only to travels arranged according to special health and safety protocols authorised by the Italian Ministry of Health and handled by tour operators. Countries/areas toward where Covid-free Tourism Corridors from Italy are in place are: Aruba, Maldives, Mauritius, Seychelles, Dominican Republic and touristic areas of Sharm El Sheikh and Marsa Alam in Egypt. In any case, persons entitled to check your self-declaration/dPLF may ask you to provide them with evidence related to your statement (such as an employment letter, a medical certificate, a letter from an Italian school or University).
