What we know so far is
- Confirmed to start on 8 November
- Children under 18 are exempt from the vaccine restrictions, so the varying international standards on jab ages won't be an issue here.
- Vaccines that are OK will include Pfizer, Moderna, AZ, J&J and the two Chinese vaccines.
- Some exemptions from vaccinations are potentially allowed, notably for US citizens, though my guess is airlines will be expecting to see vaccine certificates
- 3 day pre-flight testing requirement will continue, so this needs to be a documented antigen/Lateral Flow test or PCR.
- 3 days is potentially more than 72 hours, departure on a Friday afternoon means a test on Tuesday morning or thereafter.
- NHS Lateral Flows and PCRs can't be used.
- Children over 2 years old travelling with vaccinated travellers have to be tested on the same basis (3 days).
- 1 day testing for unvaccinated USA legal residents (testing on or the day before departure), including their children.
- All passengers need to sign an attestment to confirm their negative test result and also a statement to confirm full vaccination status.
- Children who are not vaccinated do not need to get vaccinated but do need to get a "viral test" 3 to 5 days after arrival in the USA
- As a result there is a separate attestion question for unvaccinated children to confirm that the viral test is arranged.
- Vaccination certificates must come from an official source. The NHS COVID Pass app and EU DCC are specifically mentioned as acceptable.
- Vaccination is counted as two weeks from dose2, or 2 weeks after the sole dose in the case of J&J.
- Antibody certification is not a replacement for the need for vaccination, at least for non USA residents.
- 14 clear days need to elapse before travel. So if jabbed on 1 October then 15 October is when you are good to go.
- Booster vaccinations are not a factor here, they don't count towards or against the primary dose process.
- There is a face mask mandate when flying to/from the USA, with effectively no exemptions, and including children two and above years old.
- Airlines need to provide some sort of contact tracing information for potential follow-up cases.
- These restrictions do not apply at the land border.
Note that a lot of interpretation onus falls on airlines. For example there is no language requirement for vaccine certificates as far as the CDC is concerned, however you can imagine Air France may be hesitant in accepting a vaccine certificate issued in the Welsh language, to take one example.

It’ll be interesting to see how mandatory vaccine passports fair in the US, if they can push it through at home it’s a safe bet that we will all have to have vaccines passports to fly as mentioned above
The US, supposedly the land of the free will have to justify taking away any perceived freedoms and the US being the land of litigation lawyers, justifying taking those freedoms will be challenged in court.
This is worth reading and gives the opinion of an appeals court judge in Portugal which I thought was relative to the US due to discussing constitutional implications of such a move.

Some people are talking about private business/venues requiring customers to prove vaccination status, but I'd be surprised if that takes hold to a significant degree.

You're already seeing employers start to require employees to be vaccinated. This is, apparently, legal in most cases. Biden wants to require the same for federal employees. That's probably legal, but he may not be able to do that politically.
Some people are talking about private business/venues requiring customers to prove vaccination status, but I'd be surprised if that takes hold to a significant degree.

I posted the judges comments because they will probably reflect other judge’s opinions on the rule of law, freedoms and government overreach and who in all probability will come to the same conclusions and ultimately rule against the government, nothing to do with an American court listening to a Portuguese judge.
CNN are already saying that Biden may mandate some federal employees must have vaccines as early as tomorrow, so we may soon find out.

There won’t be any vaccine passports in the US. The CDC paper card suffices and bar one state all paper cards are verifiable digitally on a state-to-state basis. It’s not hard to develop technology that can access data stored on physical servers housed in each state with citizens’ per-request consent.

Asked by the BBC this morning whether the US will reciprocate, the Foreign Secretary Dominic Raab said: “We’ve had conversations and the President’s raised it with the Prime Minister, so they clearly would like to proceed. We’ll work out how we can do that as soon as possible”.

It occurred to me that the recent display of the US administration’s unwillingness to lift the restrictions of not letting the EU into the US is tighthy connected to the also recent CDC reversal of domestic mask wearing for the vaccinated only. Subsequently, it’s no surprise that the former’s impatience tipping point of US businesses and individuals and the latter’s likewise impatience tipping point of vaccinated residents are coming together at a boil. Mandates are coming.

But back on topic, given that the US is lagging the UK and the EU in vaccination and in Delta, I simply cannot see how Biden, one of the most overtly risk-averse Presidents ever, being prepared to move in the next few months.

Given the US is again pushing for mask use to increase, given the US sees cases in some places being at or near pandemic highs, and given what the Delta variant is doing in the country and abroad, I would be surprised if there is a change of course before at least September (if even then).
That said, there has already been some easing up of restrictions on travel from Europe. For example: NIEs no longer need to be single-use; some NIEs are de facto automatic.
