Entry ban from eight southern African countries starting on November 29, 2021

Most non-U.S. citizens who have been in South Africa, Botswana, Zimbabwe, Namibia, Lesotho, Eswatini, Mozambique or Malaw within the prior 14 days will not be allowed into the United States.

Entry ban by air to be lifted on November 8, 2021 - All travelers should refer to CDC for travel requirements.

3 day pre-flight testing requirement will continue (US citizens/LPR not vaccinated will have to test no earlier than 1 day prior) Children under 2 years old do not need to test.

Children under 18 are exempt from vaccination requirement
Accepted vaccines will include:
  • AstraZeneca
  • BIBP/Sinopharm
  • Covishield
  • Janssen/J&J
  • Moderna
  • Pfizer-BioNTech
  • Sinovac
Vaccination certificates must come from an official source
There is a face mask mandate when flying to/from the USA, with effectively no exemptions, and including children two and above years old
Airlines need to provide some sort of contact tracing information for potential follow-up cases

Update on U.S. travel policy requiring COVID-19 vaccination

As announced by the White House today, the new travel policy requiring foreign nationals traveling to the United States to demonstrate proof of full vaccination against COVID-19 will take effect November 8. The CDC’s website explains that, for purposes of entry into the United States, the accepted vaccines will include FDA approved or authorized and WHO Emergency Use Listing vaccines.

The presidential proclamations described on this page will no longer be in effect on November 8, 2021. To protect the public health, there are four presidential proclamations that suspend entry into the United States of all noncitizens who were physically present in any of 33 countries during the 14-day period preceding their entry or attempted entry into the United States. They are Presidential Proclamation 9984 (China); Presidential Proclamation 9992 (Iran); Presidential Proclamation 10143 (Schengen Area, United Kingdom, Ireland, Brazil, and South Africa); and Presidential Proclamation 10199 (India).

What we know so far is
- Confirmed to start on 8 November
- Children under 18 are exempt from the vaccine restrictions, so the varying international standards on jab ages won't be an issue here.

- Vaccines that are OK will include Pfizer, Moderna, AZ, J&J and the two Chinese vaccines.
- Some exemptions from vaccinations are potentially allowed, notably for US citizens, though my guess is airlines will be expecting to see vaccine certificates

- 3 day pre-flight testing requirement will continue, so this needs to be a documented antigen/Lateral Flow test or PCR.
- 3 days is potentially more than 72 hours, departure on a Friday afternoon means a test on Tuesday morning or thereafter.
- NHS Lateral Flows and PCRs can't be used.
- Children over 2 years old travelling with vaccinated travellers have to be tested on the same basis (3 days).
- 1 day testing for unvaccinated USA legal residents (testing on or the day before departure), including their children.

- All passengers need to sign an attestment to confirm their negative test result and also a statement to confirm full vaccination status.
- Children who are not vaccinated do not need to get vaccinated but do need to get a "viral test" 3 to 5 days after arrival in the USA
- As a result there is a separate attestion question for unvaccinated children to confirm that the viral test is arranged.

- Vaccination certificates must come from an official source. The NHS COVID Pass app and EU DCC are specifically mentioned as acceptable.
- Vaccination is counted as two weeks from dose2, or 2 weeks after the sole dose in the case of J&J.
- Antibody certification is not a replacement for the need for vaccination, at least for non USA residents.
- 14 clear days need to elapse before travel. So if jabbed on 1 October then 15 October is when you are good to go.
- Booster vaccinations are not a factor here, they don't count towards or against the primary dose process.

- There is a face mask mandate when flying to/from the USA, with effectively no exemptions, and including children two and above years old.
- Airlines need to provide some sort of contact tracing information for potential follow-up cases.
- These restrictions do not apply at the land border.

Note that a lot of interpretation onus falls on airlines. For example there is no language requirement for vaccine certificates as far as the CDC is concerned, however you can imagine Air France may be hesitant in accepting a vaccine certificate issued in the Welsh language, to take one example.

I think a new travel ban will soon be issued by EU against travel from US
It will be an endless mess...rumors are within two week, right after the tourism peak

require NIE with ESTA cancelled

Hi there.
I got ESTA cancelled some months ago due to a reservation <24 hours before the departure during the proclamation ban.
today, I’ve a letter from my US agent and I would apply for a NIE.
have I to apply for a new ESTA before send my application or Can I attach my “old” cancelled ESTA, that had expiry date in October 21?

If things are as safe as some say they are right now, then the UK reopening will prove them right. The US can then continue with reopening. And if not, then we stay closed. Sounds perfectly sensible to me.

With close to 70 percent of the United Kingdom at least partially vaccinated, Prime Minister Boris Johnson has pushed toward a full economic reopening even as new cases rose above 50,000-per-day for the first time since mid-January. Johnson’s government has ended most covid-related restrictions in England, despite objections from many public health officials.

Administration officials are watching to see the trajectory of that decision. If Britain’s reopening continues without a new wave of hospitalizations and lockdowns, America’s recovery could prove more likely to remain on course, officials believe. But if the U.K. cannot safely reopen its economy because the delta variant spreads too rapidly, the U.S. — which has vaccinated a smaller percentage of its population — may face similar head winds. The people spoke on the condition of anonymity because they weren’t authorized to reveal the discussions.

Apply for new ESTA; embassy/consulate does not have the same means of re-instating ESTA as does CBP. For what it's worth, I've asked my local embassy whether new NIE would need to be issued as my previous ESTA expired and I was granted the new authorization. The answer was that NIE remains valid (for 12 months since the date of issuance) as long as the passport # remains the same (even if traveling with new ESTA).

The UK and US are quite similar in being inward looking when it comes to borders:
  • When a vaccinated US citizen visits the UK, they have to pay GBP100 plus for testing and spend 5-10 days quarantine. A vaccinated UK citizen does not.
  • When a UK citizen visits the US, they have to spend 14 days in another country (Mexico) first. A US citizen does not.
Different countries have different priorities - borders are a bigger part of life in the EU, so it is understandable they were a focus for removing restrictions earlier than US or UK.

My concern is that while roughly 50% are vaccinated in the USA (vs 55% in UK) the difference is the coverage of vulnerable groups in US.

e.g.. the UK has high vaccination levels among vulnerable groups (i.e. 93.9% of all adults over 50 have had both doses) so we now have lots of cases among young people that were not eligible to be fully vaccinated as they were a lower priority.

Given the politics about vaccination in the US I am a bit concerned the coverage of over 50's isn't so high.

The most interesting/relevant/disheartening two paragraphs of that:
The opposition to easing travel restrictions and requiring proof of vaccination in order to enter the U.S. is reportedly coming from Biden’s COVID-19 czar, Jeff Zients. There are reportedly two major concerns inside the Biden administration, and both of them are political. The first is that they are worried about a domestic backlash against a decision to ease restrictions on European visitors, driven by the lingering impression among much of the U.S. public—or at least those in the news media and policy circles—that the EU remains largely unvaccinated.

The other is that the Biden administration believes the ban could only be reversed if European visitors are required to present proof of vaccination to enter the U.S. If so, it would be difficult not to also require so-called vaccine passports for Americans returning from Europe, a pandora’s box the Biden team seems unwilling to open. Though the EU has instituted a union-wide digital COVID-19 certificate showing EU citizens’ vaccination status, or else a negative COVID-19 test or presence of antibodies, Biden has ruled out a similar national plan in the U.S. According to Politico, the Biden administration is worried about “pushback among conservatives who have raised concerns about government overreach and discrimination against Americans who opt not to get vaccinated.”
If the borders are seriously staying closed because the Biden admin is worried that the US public incorrectly thinks Europeans aren't vaccinated (when both the UK and EU have surpassed the US in vaccination numbers) its absolutely insane. Talk about cowardice in governing... Just rescind the travel ban and point anyone who objects to that to the vaccination figures for the relevant countries.

Good point. And then there's the geography of low vaccination rates in the US (rural America, where medical resources are scarce) and we could well see escalating death rates.

It’s a tricky one for JB and the dems, he’s suffering from Trumps legacy (as are most) in critically dividing the public through opinion. JB doesn’t want to further aggravate nor give credence to the Republicans by lifting the ban and creating further division. Republicans will just blame him if there were further increases in cases then sadly deaths.

Whilst politics shouldn’t play it’s part in an pandemic, Trump, Fox and social media has created this conundrum. Not a set of decisions I doubt any of us would seriously want to make as a leader of 300+ million people.

Given America is 89% Delta variant at this point, bringing more in is largely irrelevant (especially given they'd require tests so the numbers would be tiny most likely anyway).

They're no more likely to get new variants from most of Europe than they are from within either, not least because much of Europe will have vaccinated more than the US in the next couple of weeks (and the European case rate is a good chunk lower).

You mean sort of like how the UK is going to allow Brits who are "double jabbed" to return without quarantine, but not, you know, anyone else from anywhere in the world that is double jabbed? Do you mean that kind of "preferential treatment" for their citizenry?

I think most here are not super happy with anything going on. It's sad you've decided to try and take this thread to "Omni land" and pit fellow travelers, against one another.

It was appaling how slow they reacted to the Delta Variant from India.
As had been shown in Australia, where community spread has occurred from one quarantine driver, delta would have been in the UK and spreading fast weeks before there was even a discussion. It was never going to be stopped, was only a matter of time before it got hold.

The original travel ban contained an exception for

(ix) any alien whose entry would not pose a significant risk of introducing, transmitting, or spreading the virus, as determined by the CDC Director, or his designee;
It looks like this has been removed from the EU/UK/South Africa/Brazil/India executive order(s), but remains in place for the China and Iran bans (which are still the Trump originals). Perhaps removed to protect the CDC from a lawsuit? I dunno.

I wonder if there's been even a single case of someone trying to use this exception?

Has anyone tried entering the US direct from Europe with a Green Card? Legal Permanent Residents are enumerated as one of the exceptions to the Schengen ban but just wanted to see if anyone had any trouble getting through.

I live Stateside, was vaccinated here (both shots), and have a ticket booked to Spain and back over Christmas.
