New thread for discussing 1-day test requirements for travellers arriving in the US by air
https://www.flyertalk.com/forum/coronavirus-travel/2060730-us-require-air-travelers-provide-negative-test-within-1-day-departure.html

Entry ban from eight southern African countries starting on November 29, 2021

Most non-U.S. citizens who have been in South Africa, Botswana, Zimbabwe, Namibia, Lesotho, Eswatini, Mozambique or Malaw within the prior 14 days will not be allowed into the United States.

https://www.whitehouse.gov/briefing-room/presidential-actions/2021/11/26/a-proclamation-on-suspension-of-entry-as-immigrants-and-nonimmigrants-of-certain-additional-persons-who-pose-a-risk-of-transmitting-coronavirus-disease-2019/

Entry ban by air to be lifted on November 8, 2021 - All travelers should refer to CDC for travel requirements.

3 day pre-flight testing requirement will continue (US citizens/LPR not vaccinated will have to test no earlier than 1 day prior) Children under 2 years old do not need to test.

Children under 18 are exempt from vaccination requirement
Accepted vaccines will include:
  • AstraZeneca
  • BIBP/Sinopharm
  • Covishield
  • Janssen/J&J
  • Moderna
  • Pfizer-BioNTech
  • Sinovac
Vaccination certificates must come from an official source
There is a face mask mandate when flying to/from the USA, with effectively no exemptions, and including children two and above years old
Airlines need to provide some sort of contact tracing information for potential follow-up cases

Update on U.S. travel policy requiring COVID-19 vaccination
Last Updated: October 25, 2021

As announced by the White House today, the new travel policy requiring foreign nationals traveling to the United States to demonstrate proof of full vaccination against COVID-19 will take effect November 8. The CDC’s website explains that, for purposes of entry into the United States, the accepted vaccines will include FDA approved or authorized and WHO Emergency Use Listing vaccines.

COVID-19 Travel Restrictions and Exceptions - U.S. Department of State, Bureau of Consular Affairs
Last updated: October 25, 2021

The presidential proclamations described on this page will no longer be in effect on November 8, 2021. For additional information, please see Safely Resuming Travel by Vaccine Requirement and Rescission of Travel Restrictions on Brazil, China, India, Iran, Ireland, the Schengen Area, South Africa, and the United Kingdom (travel.state.gov).

To protect the public health, there are four presidential proclamations that suspend entry into the United States of all noncitizens who were physically present in any of 33 countries during the 14-day period preceding their entry or attempted entry into the United States. They are Presidential Proclamation 9984 (China); Presidential Proclamation 9992 (Iran); Presidential Proclamation 10143 (Schengen Area, United Kingdom, Ireland, Brazil, and South Africa); and Presidential Proclamation 10199 (India).

What we know so far is
- Confirmed to start on 8 November
- Children under 18 are exempt from the vaccine restrictions, so the varying international standards on jab ages won't be an issue here.

- Vaccines that are OK will include Pfizer, Moderna, AZ, J&J and the two Chinese vaccines.
- Some exemptions from vaccinations are potentially allowed, notably for US citizens, though my guess is airlines will be expecting to see vaccine certificates

- 3 day pre-flight testing requirement will continue, so this needs to be a documented antigen/Lateral Flow test or PCR.
- 3 days is potentially more than 72 hours, departure on a Friday afternoon means a test on Tuesday morning or thereafter.
- NHS Lateral Flows and PCRs can't be used.
- Children over 2 years old travelling with vaccinated travellers have to be tested on the same basis (3 days).
- 1 day testing for unvaccinated USA legal residents (testing on or the day before departure), including their children.

- All passengers need to sign an attestment to confirm their negative test result and also a statement to confirm full vaccination status.
- Children who are not vaccinated do not need to get vaccinated but do need to get a "viral test" 3 to 5 days after arrival in the USA
- As a result there is a separate attestion question for unvaccinated children to confirm that the viral test is arranged.

- Vaccination certificates must come from an official source. The NHS COVID Pass app and EU DCC are specifically mentioned as acceptable.
- Vaccination is counted as two weeks from dose2, or 2 weeks after the sole dose in the case of J&J.
- Antibody certification is not a replacement for the need for vaccination, at least for non USA residents.
- 14 clear days need to elapse before travel. So if jabbed on 1 October then 15 October is when you are good to go.
- Booster vaccinations are not a factor here, they don't count towards or against the primary dose process.

- There is a face mask mandate when flying to/from the USA, with effectively no exemptions, and including children two and above years old.
- Airlines need to provide some sort of contact tracing information for potential follow-up cases.
- These restrictions do not apply at the land border.

Note that a lot of interpretation onus falls on airlines. For example there is no language requirement for vaccine certificates as far as the CDC is concerned, however you can imagine Air France may be hesitant in accepting a vaccine certificate issued in the Welsh language, to take one example.

Are you serious?
In EU there is no more travel ban for americans. They can come here to sunbathe and eat spaghetti without any problems. Let's be serious please and don't take the piss out of anyone who is suffering from this situation.

Agree. I will not repeat this mistake.

The risk scene is of course different in ways, but there is also a relationship between risk and reward that isn’t necessarily uniform. Business circumstances change, and for international investors part of the risks are those from being a foreign investor won’t be uniform as circumstances change. Personally, I’ve always assumed there is a risk as a foreign investor or as foreigner abroad that is different than it is for local nationals resident in their own country of citizenship. Anyone who has paid attention to the US for decades should have realized that being a non-citizen — even if having long-term permanent resident status — doesn’t provide an unconditional, absolute legal guarantee of access to entry to the US or even physical access to fixed investments/holdings in the US. It’s rather routine for people at US Embassies to ask how they are to deal with their one and only home that was back in the US when told the US isn’t open to them even as the home is in their name and all their worldly possessions are in the US. This situation with travel to the US has also been hitting foreigners who have been in much the same kind of situation in EU/Schengen countries. Much the same for foreign investor, foreign migrant worker, foreign family member.

Even as someone who is a pain in the neck to remove and ban from the EU/Schengen countries, I’ve not always been spared windows into how European countries have been just as unkind as the US when it comes to non-European foreigners with physical connections to Europe. These travel bans are just a reminder that these risks have always been there to some extent and are never fully and truly gone even in countries that pride themselves on the rule of law, principles or whatever.

Agreed. Italy is already filling up with American tourists, but we cannot go the other way.

I think a lot of damage has been done by the US government these last few months. A great number of foreign citizens and governments will remember how they were treated by the US when it came to vaccines and the travel situation is the cherry on top.

absolute rubbish! Americans can come to the UK any time they like - they just have to self isolate for 10 days (or 5 with test) when they gets here. That is much easier than the cost and hassle of having to spend 14 days in a third country - even assuming one has the ability (ie. can work whilst there or is retired etc and doesn’t have to worry about taking extra holidays)

Not to be inflammatory but I think we have also learned that the USA is not a great ally to anyone really. It is such a strange attitude to be indifferent to the feelings of other countries, almost as if you are your own world.

The key here is to not trust politicians of any shape or size. Because they screw things up and do a poor job of representing the people. Americans used to understand this and would keep their power severely limited.

Here comes a 0.x% IFR pandemic and we pretty much threw away years of freedoms and likely won’t ever even get back to the level of freedom we saw in 2019.

There’s lessons to be learned but avoiding doing business in America is probably not the right one.

Its a very difficult situation and unpresented in our lifetime, there's a lot at stake by keeping the status quo though.

The longer this goes on the more people will question their options in America.

It is time the US opens up. I have cancelled 3 planned vacations since the ban started, with another 3-week vacation coming up in September. According to me it was a big mistake that the EU/Shengen countries opened the borders to US citizens w/o reciprocity. They should have decided on this jointly when Joe Biden was in Europe.

There must be other reasons for the US not opening up. It has nothing to do w/Covid. We have to accept it is here and simply live with it. There must be some political or economic reasons.

It simply does not make any sense that as a Swiss citizen I could fly to e.g. Argentina for 15 days and then enter the US. Argentina is definitely not safer than Switzerland with record low cases. I can enter the US from anywhere in the world except India, South Africa, Brazil, EU/Shengen. Total nonsense.

US government. Open up the borders!!

Yes, the US government is about as incompetent as you can get.

Yes there's no statement on behalf of the US gonvenment in the article. But when a major news outlet in the US starts writing about this story and how unfair and outdated it is, I consider this movement and certainly something is going on under the radar. So far, noone within the US seemed to care about US reopening to Europe, be the government or the media. Don't expect to wake up one day and see Biden announcing rescinding proclamation 10143.
Again all we can do is speculate, so each of us takes the information with a grain of salt.

Their source is this CDC URL but there's no mention of Treaty Traders there either. I got excited because the page was updated on July 2nd.
I had confirmation from Sherpa this morning that the information on their website was wrong and is being updated to remove the Treaty Trader exemption. Shame, I was hoping they had some new and useful information.

Hello from Singapore. Putting my signature under above. But contrary to US, where you can come back, even after 14 days when you have work visa, good luck with Singapore which shut down the door twice in last 1.5 years and stranded people with long term visas for months.

And no, getting local ‘nationality’ os not easy task, sometimes it is plain impossible.

Pure speculation,

now the U.K. has announced that the required to self isolate if you have been in close contact with a positive COVID person will be removed from 16th august for those with two doses of vaccine, will the 16th august also be the date for those travel from amber counties with two doses to not have to quarantine? And if so, could the USA also announce a similar date in reciprocation?

given that I have a vacation to the USA booked for the 19th august, I clearly hope so - but accept I’m clutching at straws.

I have a vacation in USA starting on 10th August so I hope the ban will be removed slight sooner :-)
In any case, I severly doubt that Biden decisions are connected with United Kingdom ones
