EU Digital Green Certificate
 

EU is putting together a Digital Green Certificate, to cover all EU and Schengen countries (Norway, Switzerland, etc.).

It would facilitate travel for EU residents within the EU/Schengen countries.

They would complete legislation or some policy by the end of this month and then aim to have it deployed by end of June.

No talk yet about accepting similar certificates or documentation from "third country" nationals wanting to visit the EU/Schengen this year.

Everyone surmises that tourism from third countries will only be allowed only if the infection/hospitalization/death rates go down in the EU as well as the third countries.

But there are demonstrations and pressure supposedly coming from the hospitality/tourism sectors to the policy makers.

Last summer EU opened up to some third countries but was willing to bar many third countries, including notably the US. Still the tourism sector took heavy losses. This is data from the World Travel & Tourism Council, which has prepared a number of "Economic Impact Reports" on losses countries incurred in 2020 because of the reduction in tourism. So a grain of salt when looking at data from an industry trade organization.

Italy suffered 120 billion Euros decline between 2019 and 2010, when tourism-revenues went from 13.1% of GDP to just 7 %, 236 billion Euros vs. 115 billion Euros.

France saw a a about a 103 billion Euro decline, from 8.5% of GDP to 4.7% of GDP in one year.

Germany suffered a 160 billion Euro decline, from 9.8% of GDP to 5.5%.

If these numbers are anywhere close to the actual losses, EU may be far more inclined to permit third country tourism, particularly from big countries like the US, than they were last year.

IIRC, China was on the exempt list of countries to which the tourism ban didn't apply. But it doesn't seem like a lot of Chinese, Canadian, Australian, etc. tourist visited the EU in the summer of 2020.


Greece is sending delegations to various countries, to promote tourism this year. They plan to send a delegation to the US and are still on target for mid May opening. They backed off on allowing any third countries last year and joined the rest of the EU in having the same third-country exempt list. From the noises they're making it sounds like they're not going along with any more restrictive policies the EU as a whole may want to impose this year.

But would Greece welcome people from Brazil and India for example, where the situation may be out of control?

How does the Digital Green Certificate work for children who aren’t vaccinated?

I would be surprised if there wasn't an age-based exemption of some sort that would be applicable.

People can present a negative test taken no later than x hours before departure or arrival.

Presumably, people won't have to have a phone and the app installed necessarily. Paper documentation of some kind will also work or they can print out a QR code.

That would be great, but I haven't seen any indication EU is planning to open up to non-Schengen, even if vaccinated/tested. Sounds like it is only being contemplated for intra-EU travel.

Italy is set to implement a "pass" which will be required for domestic travel and some other events, possibly sporting events.

The requirements for a valid pass are the same as the DGC, such as full vaccination, recent negative test or proof of recent vaccination.

Italy will start with the pass in paper form on 4/26 and then eventually it will be digital.

So it sounds like they're using the same parameters as the DGC.

Is an EU citizen that got vaccinated in a non-EU country eligible for the EU Green Digital Certificate on the basis of vaccination?

You might have a chance if you were vaccinated with a vaccine which is approved by the EMA https://www.ema.europa.eu/en and only if the vaccination is properly documented using an international standard (for example in the yellow WHO immunization booklet together with official signature and stamp of a medical doctor) and some luck.

Even then you might not be able to get the certificate since it seems that the vaccination has to be done in a EU country. Some registration points (like some pharmacies in Germany) are either not aware of this or do not care.

I have two data points:
1) Hungary: not possible
2) Contacted MUC airport pharmacy: not possible there either

re Hungary if you are a HU citizen ( o residency required) who got vaccinated elsewhere* you may apply for the HU vaccination card and then by extension for the EU cert.

I'd ask from the country of citizenship

Thanks for the answers. The question becomes moot if the UK and EU agree some sort of mutual recognition, but until then... well I am on garden leave and have little else to do :D

It's funny that Hungary should come up since I am its citizen. Their 'domestic' vaccination card was issued to me with little faff but its usefulness is limited to a handful of countries (most are unlikely travel destinations and/or accept the NHS app).

Whilst I was hoping that this would mean the EU digital certificate was going to be issued when Hungary came online, I wasn't keeping my hopes up. As it became clear this wasn't happening, today I spent a lot of time on the phone talking to various ministries, health authorities and help desks. The current official stance is Hungary only issues EU vaccination certificate to those vaccinated in Hungary (whether citizen or foreign resident).
Eventually everyone I spoke to agreed that it the situation makes little sense (domestic cards being issued but not the digital counterparts) and I got an email address to ministry in charge and sent them a well argued email... Not holding my breath though.

Ow, I must have thought that if A=B and B=C then also A=C, while forgetting that it's Hungary we're talking about.
