Based on my source: what they mean by "random" is testing "suspect" passenger based on thermal scanning. Unmanageable, to say the least...

Is there even any rules for Portugal other than general EU ones?

I don't think people from Brazil can go to Portugal right now anyway due to EU laws not allowing non-essential EU travel into Europe until at least June 15, so not much of an issue I'd say.

Whenever they open up.

Sounds like the tourist boards of a couple of provinces jumped the gun and said there would be international tourists in Portugal this summer.

The Portugal thing is not official yet, so we will see. All the non-EU destinations Portugal says they will open to are countries where there are significant Portuguese expat or heritage communities. Not to be a skeptic here, but, you could picture a scenario where they want to pretend like they want to open to these places to say they value the links, but then can't because the EU external ban is extended for another month. A good face-saving exercise. Saying no to Italy and Spain, in that context, would then make sense from their part because they're the only ones that would need Portugal to ban on their own.

Malta is reopening to a select few countries as of 01 July:

Lithuania's safe list:
The current “safe list” of countries includes several EU countries: Austria, Bulgaria, Croatia, Cyprus, Denmark, the Czech Republic, Finland, Estonia, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Luxembourg, the Netherlands, Norway, Poland, Romania, Slovakia, Slovenia, and Switzerland.

Cyprus is pledging to cover all costs for anyone testing positive for the coronavirus while on vacation on the eastern Mediterranean island nation…The Cypriot government says it will cover lodging, food, drink and medication for COVID-19 patients and their families. Patients will only have to pay for the taxi ride to the airport and the flight back home.

Spain is also saying if UK covid numbers don't go down, it'll be kept out of the reopening 01 July.

The Czech Republic will welcome foreign travellers from 15 June as it introduces a system to classify other countries according to the level of risk Prague believes they pose.

Czech officials will place 19 European states, mostly central, eastern and south-eastern nations, in the least-risky category under their new colour-coded system, while putting travel to and from the UK and Sweden in the riskiest category.

Flight from DOH to ATH, Greece yesterday, everybody got tested as per current protocol, 12 were positive out of 91 passengers. As per current protocol, the 12 positive went into 14-day supervised mandatory quarantine in a quarantine hotel, and the 79 negative in 7-day quarantine in a quarantine hotel. The 79 negative will be re-tested after the 7 days. Because of this, all flights from Qatar to ATH got cancelled until June 15.

You get the point how this will work out...You get a cluster of infections on a flight, they shut down the route for two weeks...

How does the Netherlands get on that list, and not Portugal?

Germany lifted the travel warning for the 26 + UK + 4 ie EU, UK, Iceland, Norway, Switzerland, Liechtenstein from 15th June.

They were allowing flights from Brazil and Canada the entire time, no quarantine required. TAP was not flying their usual routes though.

A lot of Brazilians are able to claim Portuguese citizenship so can bypass the Schengen ban if they hold a Portuguese passport.

WOW...But, unless those 12 people were related (same group/family), the likelihood to have 12 people out of 91 infected is extremely low. You can wonder if they are not false positive cases.

I think they were perhaps connected in three subclusters, 9+2+1, but not sure.
