Copa refuses full refund on cancellation < 24h

I booked tickets with Copa but made a mistake on the dates. I requested to cancel through their website within 24h but they refuse to issue a refund, citing the ticket rules.
Booked on the US site, paid with US CC, US resident. Should I file a complaint with the DOT?
Any other ideas?

Presuming that your flight is not within 7 days and that you did not have the option of a fee-free hold, US law requires a full refund.

1. Do a CC chargeback, specifically citing the rule with its full CFR citation.
2. File a DOT complaint.

They each serve separate purposes.

If they would have that option they would actually not need to offer the full refund but I didn't find the free reservation option. Does it exist?

Were the tickets for travel to or from the U.S.?

The only time I have not seen it is on last minute tickets (day or 2 before) or multi city tickets. Otherwise its an option (there might be other situations where its not):

I had a similar situation and ended up using the amount for the next flight but had to pay 'change' fee.
