I've had this problem recently as well. I was flying SFO-EWR and they wouldn't let me switch to an earlier flight despite seats being available. They insisted on fare difference. I even called back and got the same song and dance from a different agent. I was able to stand by at the airport and make the earlier flight, but it was really annoying.

How far in advance of the new flight were you calling? And were you inside T-24h of the original scheduld flight time?
