pay for upgrade?
 
Can youpay for an upgrade at the airport? Iam LAS-EWR and there seems to be FC seats available.

no such thing on Continental (unlike United). You can pay for an upgrade, but it simply will be the fare diff.

With the exception of flights to/from HI, CO does not offer a "buy-up" to FC. You can request an upgrade with miles. Please note that on domestic routes if you're not elite on CO there may be a service charge in addition to the miles to upgrade discount economy fares.

assuming he's flying on a fare that has a change fee.

As other's have said, CO does not sell upgrades at the gate (except for HNL). Complimentary upgrades are the core perk of the OnePass Elite program by selling upgrades CO would dilute the value of that benefit.

I assure you, if there are FC seats free from LAS they will be all filled with Elites before the boarding door closes.
