i need to fly Delta from Atl to pbi -- Should i call so i can possibly get a better seat as a silver elite or book online and then call to change my seat? (or doesn't matter)

I think there is a difference. If you call first and make the reservation, you will be charged. If you do it on line and then call, they will not charge you.

once they enter your number, their system should recognize it. the india people dont understand this concept very well. neither do some of the US agents for that matter.
