Technically speaking, channa and burghboys are correct. The time of check-in is what we use to prioritize multiple Elites of the same tier and fare class - not the sequence number. Since sequence numbers are usually sequential, they can serve as a barometer for how many people have checked in before you - but that's not their intent.
