"Expedited Security Screening" problems

Last week was a bad week for using the CO EliteAccess expedited security lines.
1) EWR, line "looked" short, but it wasn't moving very fast. When got near, saw why - TSA had a trainee, apparently, running the baggage-check machine, and 1 out of every 3 bags were being returned to be rescanned!! Taking his time, also. Why do this in the FC/Priority line??
2) DCA (different trip), neared security around 4:30 pm, getting crowded as usual. Had three lines, 2-3 people wide each, going waaay back (big gap near front, so that exiting passengers could leave the gate area - security did a good job here moving people across the gap, when appropriate). I went around, to where the Priority Line was; but it was roped off! Ran back to end of the line, and waited my turn. After 20 min, got to where an agent was checking baording passes and IDs -- asked her why no Priority line. She replied, "look at the crowd, we decided to shut it down" WHAT?? So I asked if they only used the Priority Line when there was no crowd? She just smiled (thank goodness) and let me pass.
I hope this isn't the start of "end of the expidited lines". But I am now worried about giving myself enough time -- at DCA, had to skip my planned visit to the PC.
Anyone else have any of these type problems?

At EWR once you are past the ID checker you can choose to go to any screening lane you like.

Probably because the TSA knew their trainee would slow things down, so they picked the "shortest" line to train 'em on. Makes sense from their perspective I guess.

And as I said, I did pick the shortest, the one right in front of the priority line. So it goes ...
