Fare class B
Getting ready to travel on CO to GUM and NRT. When I tried to change my seat assignment on my GUM leg, full flight; no opportunities to move. On my NRT portion, I was told the fare class was B and upgrades were not allowed on that fare. I work for Uncle Sam who only buys Y class fares. Any ideas what happened or was the CSR misinformed? Any help would be appreciated. Mahalo

Uncle Sam buys changeable/refundable tickets, but that doesn't necessarily mean Y class. You most likely have a BDG fare (DG is presumably Discount Government?). BDG fares seem to be less than YDG, and I guess are applicable if your agency books early enough. Like all fares, there's only a set number of BDG per flight. Even though "just" a B fare, the DG gives you Y privileges.
