Is this a valid mileage ticket?

Can I redeem the 35,000 mile stopover award for the following itinerary:

WASHINGTON-NATL (DCA)-WINNIPEG
WINNIPEG-DALLAS
DALLAS-WASHINGTON NATL (DCA)

I don't think so. I think your stopover would have to be in IAH,EWR, or CLE
