Need to make one RT from EWR by Monday 9/30. Any thoughts on the least expensive options? Can be short flight or long flight. Same day RT is best.

Check the fine print of whatever offer you are trying to take advantage of. Often they say they must be operated by Continental or Continental express.

From some starting points Baltimore (BWI) is cheap and has few restrictions, but I have not checked re EWR.

One stop EWR-CLE-MDW return in a day if you want to try it. ~$220* on co.com. You can do a quick turnaround in MDW if you want, or a longer several hour layover. I checked for a flight on 9/28, so don't know about other days. Make sure your promotion can be any fare class, as this is Q class. There are $400 B fares around to ORD, ATL, TPA, etc. if you can't use a TurQey fare.
