The Sabena story may explain why---Sabena probably had to offer hotel accommodations and meals in addition to the $1000. CO is much more frugal ;)

I tried to vol with my BF seat once but was told that BF was not oversold it was the coach cabin that was oversold so they would not allow me to do this, as the comp is different and could not offer it because BF was not oversold.
